Administration for Children and Families Discretionary Spending The FY 2006 discretionary budget totals $13.1 billion, a net decrease of $719 million or 5 percent below FY 2005. This decrease primarily reflects the elimination of programs that have been unable to demonstrate long-term outcomes.

AFDC = Aid to Families With Dependent Children TANF = Temporary buttistance for Needy Families The total cost of all federal buttistance programs -- including Social Security, Medicare, Medicaid, and various welfare programs -- accounts for nearly one-half of all money spent by the federal government. That is a doubling of the percentage that obtained in the 1960s.

This program, known as Medicaid, became law in 1965 as a cooperative venture jointly funded by the Federal and State governments (including the District of Columbia and the Territories) to buttist States in furnishing medical buttistance to eligible needy persons. Medicaid is the largest source of funding for medical and health-related services for America's poorest people.

States were also helped in FY 2004 by $20 billion in temporary federal fiscal relief including $10 billion directly for Medicaid.

For FY 2004, total Medicaid expenditures will exceed $300 billion, an amount just slightly greater than total Medicare spending. The federal government matches state spending for the services Medicaid covers on an open-ended basis. The federal matching rate, known as the federal medical buttistance percentage (FMAP) varies by state from 50 to 77 percent (Figure 5).
