YES, the federal government is culpable.
When the federal government realized the city and state officials were not acting on behalf of their citizens, Bush or his minions should have spoken up. Apparently, our federal government was too busy trying to push for a Boosh political agenda instead of looking out for the health and well being of American citizens. If there is so much bureaucracy and corrpution within our governments that they could not find a way to mitigate the loss of life from this storm, then our government has outlived it's legitimacy. There is no excuse for these people to have been left there to die.
Boosh doesn't need any help from anybody to look bad. He manages to do that very well all by himself.
The governor was probably right. All traffic lanes on the highway were committed to one way traffic out of town. Clearance should have been given to comandeer anything with wheels on it within New Orleans to load these people up and join the exodus. Get the people to hell out of there, and there would be less urgency and need for the National Guard to storm in after the fact. The government, at all levels, failed miserably in this disaster. It did not have to be this way.
