No poo it isn't TeeVee. Logistics: You commandeer anything and everything with wheels on it and get people out of there, destination not important, as long as it is OUT of the path of the storm. Out of 10,000 people there are bound to be a few who know how to drive. Cough up some city, county, state, or federal funds to fill up the gas tanks, pick a destination, phone the receiving city, and put them on the road. They can make several hundred miles on a tank of gas. If there is no food or water available for them during the first night or day of their arrival, it would be there by the next day. It would be easier and faster to ship supplies into refuge cities than it is into the disaster area. They would have been one day without food or water as opposed to five days without food or water.
Indeed, do you? What happened in New Orleans is obscene. This is the richest, most technologically advanced nation in the history of earth. And you are trying to tell us we are incapable of evacuating a few thousand people in advance of a horrendous storm. For God's sake, even third world countries would have done a better job of saving lives with nothing but pack mules and smoke signals for resources.
