Son, THAT is what happens in the TeeVee movies. Real life isn't as scripted as that. Where are the buses, the keys, the fuel, the people on hand, etc? BTW, there were many more peopel left there than buses to hold them. Once the dire possibilities were apparent it was only hours before it would be too late to leave on jammed roads. Can't solve that problem over a commercial break and before the final credits.
Better effort was needed in the complete failure of immediate relief efforts. They were practically non-existent.

Many thousands got out. Follow the discussion. What I AM sayinhg is it is not possible to get 1.3 million folks out in such a time frame, given all the variables of nursing homes, hospitrals, poor, immobile, indigent, just plain stuck... If you think otherwise, I have a bridge for sale to show you.
