I think he should have started moving Sunday, at the latest Monday morning, to be at his command post, usually the situation room at the White House, in contact with the cabinet secretaries who might be involved and their key subordinates like the FEMA head. He should have also clarified the situation for all the legalities, security, communications, food, shelter, etc. with the governor and mayor at that time. Washington was told about the problem on Friday night at the same time as the news media and the officials and the people in the target zone. None of them appeared to have accomplished much in the way of preparation, except for the news media (which, of course, has a different agenda) and, it seems, quite a few private individuals who grasped the threat and fled.
