Hell no they didn't have any kind of basic plan! They don't have any kind of plans for emergencies. That should be obvious by now. They haven't done a damned thing with all our billions of tax dollars spent on so-called homeland security or emergency preparedness other than stay drunk and doped up for the past four years since 9-11! It should have been obvious to everyone 20 years ago that the federal government has abdicated its duties and responsibilities just by looking at the condition of our borders and the mbuttes of illegal aliens flooding the country. If that didn't make it obvious, 9-11 should have. And it has done nothing but get worse since then. Our stinking government is like a set from Star Trek, with signs posted everywhere you look all saying the same thing: GNDN - Goes Nowhere Does Nothing. Illegal aliens are always blamed for sucking up resources, but after Katrina it is perfectly clear that the politicians themselves are the biggest slurps at the public trough who do not contribute anything to the country, and Boosh and his goons are leading the pack. I don't know how anyone can even consider what we have as a legitimate government at all any more.
