If very few cars could exceed 70mph then what was the point of the limit? Some could have exceeded it, but they could've just overtaken. If the limit was never introduced then people would be quite happy to move over and let fast people past. If they used this rule today the limit would probably be around 100mph, or more.

Hmm, I'm not certain what they mean by that, but I buttumed that they just mean that nobody would get away with speeding. It could mean that they'll stop people for doing 81mph, but I doubt it.
