Yep - the law really doesn't matter any more. There are so many conflicting laws that the cops can arrest you pretty much no matter what you do. Fer instance, you can go with the flow of traffic, and get arrested for speeding. Or, you can go exactly the speed limit, and get arrested for suspicion of being a drug dealer who is only going slow to avoid the possibility of getting arrested for speeding. Its totally up to the cop's frame of mind at the time what happens to you.
There are two ways to mostly minimize, but never completely preclude, getting arrested:
1) Don't do ANYTHING unusual, even if you are safer for doing it. Do EXACTLY what everyone else is doing, even if its wrong, but just try to blend in. Get on interstate highways by trying to merge at 45 mph - 'cuz everyone else does - or risk appearing to be a speed deamon in the eyes of the nearest cop around... because you're doing something unusual (merging correctly).

2) Figure out what driving pattern is least advantageous to you and then DO IT. That is, if there is a group of cars all bunched up, don't even try to get them to move over, such as using the horn or flashing the lights or anything. Just sit there, mile after mile, while the gaggle of slow-pokes holds up traffic until some frustrated bozo 1-2 mile back, who has reached his limit of sanity sometime earlier in the morning, tries to make a high speed pbutt in the breakdown lane and involves you in his accident.
There is no justice. Period. No matter what you do, if a cop sees you do it, you're subject to getting arrested. Its just luck whether you do or not.
