I was just a tenth or two short of 35mph once on flat ground. I was in traffic. It's not particularly sustainable for me because anything that causes me to brake will insure I no longer have the energy to get up to that speed again for awhile.
My downhill record in traffic is around 50mph. (SL 45mph) No speedo, road where traffic flows at about 50mph. It was a long downhill grade, pretty slight actually, but for IL it's about as good as it gets for bicycle speed. Don't notice it much when driving. I decided to go full power from when I was at the top. About 1-2 - 2-3rds down the car in front of me stopped getting further away and the one behind me stopped catching up. I don't know if I went faster on a particular steep grade because I used the brakes a lot so I could make the turns. I probably did about 40-45 mph coming back down from Iao Needle on Maui.

Yes, gearing is important for speed. When I was in college riding a POS I would just barely keep up with guys who were in really good shape riding bikes that had gears I just didn't have on mine.
