Anyways, if he was a long way behind you then could of been safe to overtake when you did. If there was an ambuance, fire engine behind me then Id do the same if the vehicle was a decent distance behind me and my manouvre was safe. Dont think i would do it if there was a police car behind me though as they will generally be faster and will get closer to me quicker than an ambulance-fire engine.
BUT you were fully aware that you hadnt got your seatbelt on.
Most normal people with experience of the road would also buttume that if a police car went all the way round a roundabout etc to get behind you, he would want to speak to you rather than just pbutt the time of day. For you to then overtake before you were fully aware of his intentions was rather foolish. If I had been behind a normal car that had then gone all the way round a roundabout to be be behind me I would be very suspicious let alone when it was a police car.
Personally, I dont think you can justify it. You have your own opinion. You got a fixed penalty for the seatbelt which anyone deserves, they are there for a reason, not for show. I have been saved a couple of times cos I had a seatbelt on (one of the times I was in the back seat before they were compulsory there).
