It's nothing to do with a spine. According to EU(?) law, you're not obliged to incriminate yourself, but these forms encourage or even demand it.
FWIW, when I was done for speeding, I put my hand up and said "Fair Cop" (in as many words). I wasn't arsey, because I knew I was speeding. I could have been taken to court, but I just got a NIP instead. But then I was caught by a policeman in a yellow jacket & hairdryer.
So you don't *think* you were speeding at a time and a place, but you can't be sure. A photograph would help clear up the matter. If you combine this with the incriminating yourself bit, your options are now...
1) Say it wasn't you. Risk a fine & points. 2) Bend over and take it, and buttume you're at fault. Get a fine & points. 3) Go to court, just in order to see the evidence. If it was you, you can plead guilty, and get fine and points. If it wasn't you, argue your case, and risk getting more heavily fined & points.
By allowing you to see the evidence first, a lot of unpleasantness can be solved.
