Either speeding is dangerous, and drivers are *actually* driving dangerously before they're prosecuted NOW, or drivers are being prosecuted for driving safely...
In either case, to answer your question: yes. I do believe that it is better to wait for someone to commit a crime before you "catch" them. Driving safely should not be a crime.
There are two categories of drivers.
Safe ones, and dangerous ones.
They both exist with, or without, speed limits.
You are continually confusing the difference between them. I am not saying dangerous drivers would spontaneously become safe with the removal of speed limits. I am saying safe drivers will not spontaneously become dangerous drivers with the removal of speed limits. I'm also suggesting only a minority of the dangerous drivers would increase their speed without speed limits.
Those dangerous drivers should be prosecuted now, regardless of whether they are exceeding the speed limit or not. Just like they should be if there were no speed limits.
Under the current system, safe drivers are prosecuted for exceeding an arbitrary limit, and dangerous drivers are ignored for obeying an arbitrary limit. It also partially achieves its aim of prosecuting some dangerous drivers when they exceed the limit.
Due to that mess, the penalties for speeding are absurdly low. If its actually dangerous, why let people do it 4+ times before banning them? And the ridiculous plans to replace points with "road safety" courses (but leaving the fines).
They aid safety compared to having no laws whatsoever. There are, I feel, better combinations of laws that would improve safety further.
