Of course not.
At the moment, the decision is down to the lorry driver or pilot. The only way to prevent this would be to test everyone before allowing them on duty. As this is not possible, we rely on there own professional decision.
What does not happen are drivers-pilots removed from their position on suspicion they are 4% overtired. They are not fined or given points because they MAY have driven flown dangerously.
The only way to prevent this would be to have every meal tested before getting to any clients. Certain levels of health and safety are required and restaurants are trusted to comply.
Occasionaly they may be visited by health officials to make sure they are complying, and if not, will be asked to take remedial action to fix the problem. ONLY if the problems are really bad will an instant decision be taken to close them down.
What we have with drivers is a blanket system of fines and points for doing something that is only dangerous in around 7% of cases. Instead of pulling the really bad drivers to the side, we fine everyone for small transgressions.
