Nice idea, but as you suggest, you're hoping for too much

Who even comes to a stop even at a stop sign? (OK, there's the "Californian" rolling-stop :-), but in Washington State, they're pretty hot on having you come to a complete halt.) Would need a lot of education to get that to happen.

Additional problem at an awful lot of traffic lights in the UK. Unlike in US cities with big wide roads and big wide unobstructed sidewalks, here the visibility to the left is often restricted by buildings or other obstructions, which would make left-on-red dangerous.

Again, like people do that anyway! Despite what the law may say, giving way to pedestrians crossing a side street is widely ignored.

Yes, though it would be nice, wouldn't it? I fear that there would be way too many accidents in the process of trying to implement such a thing.

Best of all are the times in the US when you can turn left on red (when turning into a cross street which is one-way running right to left). Scares the willies out of unaware visitors in the car when you do it :-)

Another US driving law I'd like to see is the 5-car rule (in some states) which says that if you are travelling slowly and have 5 or more cars queued up behind you, then you must pull over and let them pbutt. Unfortunately, this is also widely ignored.
