Not for, say, a VW or Porsche where the muffler is integrated into a custom-bent pipe.

But they'd still be technically illegal. I don't want to "get away with" anything, I want to be legal.

I already went through this with an inspection "mechanic" here - the "suitcase" muffler on the girlie's Corrado had a small rust hole in it and he said that it had to be replaced. That part alone from a VW dealer was over $300 last time I checked. I suggested buying a Techtonics system as I've used them on just about every VW I've ever owned and asked the guy if he'd install it (it was the gas station closest to my house at the time.) He refused, stating that he would not pbutt the car if it did not have the factory exhaust on it. Now that's not the law here nor has it ever been, the guy was just being a jerk for some reason (and I've never gone back to that station for anything) and above and beyond that, how would he even know what the stock system looked like if he hadn't seen it? But if this were to become law, she would have had no choice but to cough up the big bucks for the stock "suitcase" as AFAIK there *is no* aftermarket replacement for it.
