A lot of them may have a different pitch and might even be slightly louder than stock, but still meet legal noise levels. There's a big difference between a good yet quiet performance exhaust and the "fart cans" (which if you've ever seen one, look like a big glbuttpack without the fiberglbutt - no wonder they're loud!) at which this legislation is undoubtedly aimed.

I'm not trying to argue that excessively loud, pointless exhausts shouldn't be outlawed, just trying to point out the unintended consequences, namely, that for many cars exhaust replacement will become prohibitively expensive and also that many *good* performance exhausts while inoffensive and likely unnoticable without a physical inspection will suddenly become illegal. Not to mention that you'd end up with stupidities like a supercharged Avanti with its dual glbuttpacks being legal (as it's "OEM spec") but a similar Chevy with the same pipe size, mufflers, etc. being illegal, or even many *quieter* aftermarket performance systems.

If nothing else, what do you do if you drive an older car and a "OEM spec" system is not available? Would a custom bent system from a local muffler shop using a universal muffler be acceptable? Or would you have to patch and fix the original system until such time as you found a NOS system?

Um not quite. At the time you didn't even consider legal bicycling to be something worthy. That's what I didn't like. I could care less about...

Not trying to be argumentative, really - I am willing to accept that the majority of people find loud exhausts undesirable and therefore those that prefer them need to be somewhat accomodating. I'm just pointing out the downsides to a law that I think is frankly Draconian and pointless at the same time.
