The toll is for everyone using the M4, most of whom won't be going to or from the airport. If people stop flying, which you say is mainly a luxury, and use cars instead there will be more tax as road fuel is taxed and air fuel is not. As to jobs, whilst the airport is a large employer most people using the M4 for work aren't employed by the airport. The affect on their jobs has to be considered too.
As I mentioned in my original post, is this to be used as an excuse for applying other tolls around the country which happen to pbutt an industrial complex that is producing a similar pollutant to cars?
If we are to have a national congestion charge in the future are these tolls going to be as well as or instead of that charge? If it is instead of the toll, why is the government spending money on such a scheme? Which makes me think it will be as well as. So driving along the M4 would be £20 per day plus up to £1.34 per mile, for example.
