Wrong. The police are just not interested in hearing about 'accidents?' like these, and it is not an offence not to inform your insurance Co. It's breaking the contractual terms of your insurance, but that's not the same thing at all. About the worst that could happen if you didn't inform them soon enough, is that they'd refuse to deal with the claim if you tried pbutting it on to them at a later date.

If I was in the OP's situation I would ask my insurance Co not to take any action at this stage, or I wouldn't inform the third party of the name of my insurance Co if I could avoid it, so that any correspondence or claims came to me first.
It wouldn't be the first time that an insurance Co just pays a 3rd party claim, even though it was their fault, so the innocent party still loses part or all of their NCB.
It does sound like he's just trying it on. I would make it quite clear that no way are you going to give in and pay up without a fight. That before you do, he'll have to prove his claim in a court of law. Mike.
