Why does their constant pace make it easy?
Do you mean from a perspective that you get an early warning when you need to change lanes or something?
I'm just not entirely sure I follow why somebody ahead, maintaining a constant and similar speed, helps you?
I use cruise control quite a lot, and I'd say I often encounter vehicles travelling at a similar speed - quite possibly probably they're using cruise, too.
However, I normally find that minor differences soon mean that I pbutt or am pbutted - maybe my car deviates it's speed less going uphill, or maybe they want to be in front - either is a plus to me.

It could also be a bit odd - it may be a driver that's appreciating your pace and constant speed. Or it may be police. Or it may be some oddball stalker. Or it may be somebody who's just blissfully unaware.
It's rather hard to be clairvoyant in that situation, and I'd personally find it a little odd if I thought a car driver behind me had specifically, deliberately decided to shadow me - especially if I was fairly sure it wasn't the police.

Using cruise a lot, and I get the annoyance when somebody blast past, then slows down.
But if you're maintaining a pretty constant pace, and a following driver doesn't particularly want to be behind you, or in proximity - if they overtake, then settle down to a constant speed again, with a reasonable gap, so long as their constant speed is similar and not less than your own, then what's the harm.
When I'm driving, if my speed is very similar to another car, I probably won't hang around in that much of the vicinity. If I'm edging closer, I'll just speed up a little and pbutt, create a comfortable gap, then resume cruise - which shouldn't be a problem if my speed is either the same, or marginally more.
