Any regulations re placement of temporary traffic lights

Just recently, I have come across two interesting incidents wrt temporary traffic lights (TTLs).

1. A hole in a moderately busy road in Coventry with barriers around it. Only one lane left but obstruction barely longer than a small truck.

Day 1 there were no TTLs, and the traffic was moving relatively smoothly in both directions, even at the rush hour.

Day 2 someone had seen fit to place TTLs at the obstruction, come evening rush hour half mile queue in one direction, 10 minute delay, no queue the other direction IOW totally pointless use of lights.

2. A local rat-run in a small Midlands town, relatively busy partial residential street with some houses having no parking space or garage, road often confined to a single lane due to parked cars - nevertheless though there are sometimes some small delays of a few seconds the traffic runs fairly smoothly, even at rush hours.

There had been a local power cut the other evening. Some contractor to the local electricity supplier had left a lorry-sized trailer parked in this road, presumably packed with instruments to monitor the supply. They saw fit to put TTLs at this obstruction. This was another totally pointless use of TTLs as this road usually has parked cars where the trailer was anyway. The obstruction was not very long but the phasing of the lights seemed to have buttumed it was about half a mile. In fact it took so long for the green light to come on I very nearly crept forward, thinking the lights were bust.

Are there any regulations regarding the deployment of TTLs? Type of obstruction, how busy the road is etc? If so they are clearly not drafted by anyone living in the real world.
