Let's put some sanity in this. These are the rules for racing a bike on a public road:
Mbutt start events ("road racing") must be authorised by the police. A full safety audit must be done, lead + tail cars etc.
Time trial events (individual start) must be notified by the police, but the police cannot refuse permission.
And that's basically it. The bigger road races will often run with police motorbike outriders. So pushing into these would be a bad idea on many levels.
Road races are always run on quiet roads, and usually on a 6-10 mile circuit, with all left turns. Since the circuit must be at least three sided, no-one should get held up for more than 3-4 miles max and since they'll be travelling at at least 20 mph (usually rather more) during this time, it's not adding much time to your journey. Have some tolerance.
Time trialling on dual carriageways is a separate question. Many cyclists think it's totally and utter madness. Including me.
