Why is it that all facilities that he council provide apart from those exclusively for motorists don't have to be self financing, and that any facility provided exclusively for motorists has to be self financing and more often than not profit making?

No, it isn't motorists that insists that no more motorways or bypbuttes can be built, in fact I would welcome a decent motorway network which would allow me to go about my business without encountering road junctions, pedestrian crossings, speed limits...

Te he. Why is the term "road tax" such an emotional issue here? It is a tax on road use which certain clbuttes of road user (all motorised) have to pay.

No, it isn't depenent on the use of the malls for its generation.

Who pays VED where no use of a road is involved? On the other hand VAT is payable whether a shop is involved or not.
