Erm, that's nothing to do with it. Any car made in the last few decades would be safe on that road at 60mph in those conditions.
That's very different to having a vehicle incapable of maintaining the speed limit. However, if you're on in any kind of vehicle that's causing a hold up behind you, it's your responsibility to move over and let the other traffic past when appropriate.
There was a queue of traffic behind him. From this we can buttume that all of those cars would have liked to have been going faster than 40mph.
We need to educate drivers about appropriate speed and take action against those who not only exceed appropriate speeds, but also against those who drive significantly under the appropriate speeds.

Unfortunately, most drivers don't appear to be able to make said decision. Either that, or their driving is of such a poor standard that an inappropriately low speed feels appropriate to them. In which case, we should be taking action to re-educate them or remove them from the roads.
I drive 1000 miles a week on mainly single carriageway roads. I shouldn't be surprised really, but I am absolutely shocked at how many people pick inappropriately low speeds on NSL roads, only to use an inappropriately high speed in 30-40 mph limits.
