Depends. I've seen 35mph speed limits on the Dan Ryan expressway for a little shoulder work when no workers were present. Traffic was flowing at 70mph. There is a 4 lane arterial road where a local speed trap town has been increasing the 35mph zone. This arterial has less traffic and less to turn into than in neighboring towns where the speed limit is higher. Traffic flows at 40-50mph and that is the speed limit everywhere else along the road in neighboring towns.
Ahh... the tired old 'school zone' distraction. You do know the case of where a man who slowed down to obey a school zone speed limit in the middle of the night was considered 'suspicious'. Of course had he gone the speed of traffic he would have been ticketed.
Oh, heaven forbid we have something like reasonable speedlimits determined by actual measurements of what citizens choose to drive. You can't have that. You have to have an overlord telling you what is good for you. Grow up, and drop the nonsense of trying to relate it to letting drunks run amuck.
