My commute used to take me through an intersection where there was a new lane on the recieving road for people to turn right. Nobody going straight from the light could legally be in it. It was there expressly so people could turn right on red and ended a block or later. Thusly there was never any conflict. People would rutinely refuse to do turn right on red causing traffic to back up. It was clear that this was a patch to try and relieve the congestion at this intersection. Of course half these morons were driving SUVs and couldn't turn into the near lane if their life depended on it.
I've seen many traffic backups because someone refused to do a right on red or in some cases was going straight but decided that waiting in the right lane and blocking traffic was better than waiting in the empty left lane.
That said, the only times I become annoyed at someone who won't do a right on red is when they decided to pbutt me just before the intersection and in a rude manner. (this is almost always when I am on a bicycle)
