This does not say "shall make no *establishment OF religion*", it says make no LAW. So Congress can put up fountains and crosses and the ten commandments all it wants, as long as they don't pbutt a LAW respecting an ESTABLISHMENT of religion, or preventing the free exercise thereof. Your opinion prevents me from free exercise. Mine does nothing to you.
