were saying : Yes, we did - you claimed that it was unfair that 17yos had such high premiums and that they were all lumped together because they had no driving record to...

We talked generally about people who can't afford their premiums. We've never fully established the demographic. I appreciate that 17yo do have higher premiums but if you recall, I stated that I'd be surprised if the Max Power brigade were the sorts of people that are bad for having no insurance. If you also recall (I'm getting the impression you do not...), I specifically talked about people with £200 cars from estates where the crime rates push their insurance up, not necessarily their age. Though I didn't mention it at the time, the guy with the Rover 216 I mentioned? He's about 35yrs old, he's had bad health problems (I forget the specifics) and he get burgled by junkies relatively often. The insurance on his car costs a fortune. Paying it (and AFAIK he does nowadays), helps to ensure he remains in that situation as he can't get together a deposit for a house elsewhere.

Again, you misunderstand (should it be this difficult? I dunno). I have never said that it's a "perfectly good", reason in the supportive manner that you imply. I'm only saying that people avoid car insurance for a *reason*, and in most cases, the reason is cost versus their income. As shown above, you have to understand *why* people don't pay for their insurance in order to tackle the problem... and you *do* want the problem tackled, right?

So the conclusion simply is.......... They're not the demographic we're talking about.
