It doesn't matter when an attack was first hatched. What matters is what did the administration do to prevent it. If Dumbya had done everything he could possibly do to stop it, he wouldn't be getting any flack. But did he?
Dumbya played hide-and-seek with his Anti-Terrorism Expert for EIGHT MONTHS. He requested a face-to-face meeting with Dumbya, on the FIRST DAY in office, to warn him of impending Al-Qaeda attacks within the United States. Con Rice, the National Security Advisor, also ignored him. She did everything she could to make sure Dumbya's vacations weren't interrupted with Presidential duties.
Dumbya finally met his Anti-Terrorism Expert, face-to-face.... a day AFTER 9-11.
If he had heeded his repeated warnings and did SOMETHING, maybe he would've foiled their plans, like The Millennium planting of LAX.
