Bad road layout

take Yes, definitely. OK, so this can be reduced to absurd levels, but that's missing the point. At a certain level you cease to think about...

I saw the most stupid lights-road markings I've seen for a while. The lights are less than a year old, but with the money from the new tax year they've just painted some more road markings (since the new tax year they've been painting roads all around Reading).

What is so worrying is that they've put 'keep clear' in front of traffic lights. The area is long enough for a very big car eg. Volvo estate. I was there the other day, and ended up stopping on it (not my fault in my opinion). As I approached there were cars stopped in the keep clear so I couldn't see it. Then just as I'm pulling away, and crossing the keep clear lines, the lights go to amber. If I had continued I would've crossed on red, so I stopped in the keep clear. The keep clear was for a driveway, but surely it would've made more sense to move the stop line further back. I can see a lot of confusion there are people jumping red lights.

The road was very plane and simple a year ago. 40mph limit, which changes to 30mph just by this junction, and there were no lights. Now they have 30mph all the way (very wide road, few hazards etc), and these traffic lights. I'm sure they could've spent the money on better things, I felt safer before, even when pulling out of the junctions onto the main road. In fact the junctions weren't dangerous at all.

What are the rules about keep clears? Are they the sort of things traffic wardens can fine you for, or is it just advisory?
