Lane sharing and splitting is not illegal in California, and allows the bicyclist or motorcyclist in traffic jams to use space not usable by cars, reducing the amount of congestion for car drivers (would you rather that the two wheeler sit in the lane, adding to the number of vehicles in front of you before the next intersection?).
Similarly, if you complain that a bicyclist is pbutting you using a wide right lane that is sharable, would you stay true to your word and change lanes whenever you pbutt a bicyclist, even if the lane is wide enough to share?
Most regular bicyclists I know know how to use the left turn lane for left turns, right turn lane for right turns, and to stay out of the turn lanes when going straight.

Observe any stop sign or red light. Count the number of motorists who make a full stop at the stop sign, or red light before turning right, and compare to the number of motorists who don't. Not that this is meant to condone red light or stop sign running bicyclists, but it may well be that they are just applying their driving habits to their bicycling habits.
