Said to cost half the price of running your own car. But that must be an average, which would benefit those for whom running car would be expensive because of say being a bad insurance risk. So like all these socialist schemes the good subsidises the indolent.

Doesn't appear to be a problem, maybe because the cars are parked on special ranks quite near the "Turkey Twizzler, I.E. 2 EN-Suite bedroom" apartment zones already well policed at night because the locality is already over provided 400% with alcoholic entertainment, and probably specially scrutinised by the local "Hobby Bobbies" during the day. Plus the cars are always left empty.
