Problem is, law is generally good. There is one notable exception, which is the law about the maximum speed on SOME road sections, which if broken, has absolutely no victims. It is not good. Where the law is obviously not good, anyone who enforces it strictly, will only bring about a disprespect of the law generally, which is even worse than breaking a futile law.
I would be pretty sure that not one driver could be 100% certain that they had not exceeded a speed limit by some small factor on every journey. I have NEVER followed a car into a 30 limit at 30 (unless I've been following it it for the last 5 miles in a 60 at 30). How many crimes would that be per day? Where are all the victims? There is obviously a serious misbalance here, with this "crime", and all others.
The fact that it is frequently the positions where it is obviously safe to exceed the limits which are enforced, helps to complete the stupidity.
None of this would be a problem, if limits were correctly set, as the maximum speed at which an average driver can safely negotiate the road under average conditions.
