Undoubtedly. The aim of anti-gun laws is not to be fair... it is to set up a catch 22 so they can "get" you no matter what. Of course, the NRA knows this, and so fights every law, no matter how trivial, as it is another brick in the wall, and thus appears radical. But, Illinois is just farther down the road of persecuting firearms owners than a lot of other places, except maybe New Orleans where the cops come collect up guns from the victims of natural disasters who need them to protect themselves.
