And you can get some of those indicators before you stop a vehicle. They're taught in criminal and narcotics interdiction clbuttes from what things are usually present in vehicles that drugs have been found in before. If you see a violation on a vehicle with some of those indicators, then you can stop it. Case law has affirmed that too.

I agree. There is no probable cause to stop the vehicle based on that alone.
And I agree with you. If you have knowledge of something illegal, you have to build your probable cause before you can stop and detain the people you suspect. Fishing can be done, you just have to have the p.c. to do it.

Hmm... I think that's a pretty good reason to detain him, especially if he's trying to leave the country. It's not enough to convict him of liquidate, but it's what someone would call a clue. Detain and investigate, then if you don't have the p.c., cut him loose.
