I would think that this might be extremely difficult to prove to my satisfaction. :-)
Unfortunately, IFIK, there is no way to tell whether a vehicle traveling down a highway is safe or unsafe. It is very difficult to measure the tread on the tires when it is moving, or test its braking capacity, or if see it in the daytime even be sure that all its lights are working...let alone more subtle defects.

Nope, no national ID cards here. As said in another post, I had to carry far more ID cards in the US than ever have had to carry here.
Nor have we gone down the GPS-RFID track except for RFID's in pets and farm animals. :-)
