True. The "old" way to do it was to park a police car at one side of a major bridge, and key in the license or "rego' plate numbers of pbutting vehicles. As the numbers were entered they were transmitted real time to the computer. It checked for "wants and warrants" on the vehicle and if found any transmitted the details and description to a printout unit in one or more patrol cars on the other end of the bridge and the offender would be pulled over.
This doesn't even require a camera. The camera just makes it easier.
There have been suggestions that the number plate could be obscured in some way so that the camera couldn't read it.
Fine. Driving with an obscured number plate is an offense in itself, and any driver playing such games merely draws attention. After all, why should any honest driver want to obscure his plates?
As to flipping number plates, the "James Bond" suggestion, this is an illegal modification, here at least.
Simple enough for a computer to match car color, etc. with the number plate it should be using.
So people who intend to obscure their number plates are likely to attract more attention than if they didn't. Much like enciphering emails to make them unreadable. All this would do would be to attract attention to oneself. Much like wearing a balaclava, motorcycle helmet, .... or a clown mask.... when entering ones local bank. :-)
Police and security agencies really do take a dim view of such childish game playing, just as they do with hoax calls.
Such hoaxes here can attract heavy penalties.
