Well, actually, it was once like that in the USA many years ago. One could be quite drunk, but as long as one was in control of the vehicle, wouldn't be stopped.
If were weaving all over the road, might be pulled over and run through some "sobriety tests", such as walking a straight line.
However, minority groups claimed that they were being "unfairly targeted". So when it became possible to "scientifically" measure the actual alcohol concentration in the motorists blood, this was eagerly seized on as a solution to the problem.
From a scientific and-or medical point of view, it isn't of course. Drugs, including alcohol, affect everyone differently.
However, it is supposedly more "scientific" than asking the driver to walk a straight line or any other "sobriety" test.
Therefore the minority groups cannot complain.
Doesn't matter to me at all, as long as they aren't a hazard to me or those that I love.
Personally, I don't give a poo if someone takes any drug of choice including "methylated spirits" or what Americans would call "denatured alcohol". ....as long as he doesn't drive afterwards or engage in any activity which might endanger others.
No, not really. I will, of course, agree that if a person stops breathing that he is not likely to commit any crimes.:-)
The question is just where do we draw the line: As have pointed out in earlier posts, no one really cares if person "P" indulges in his drug of choice including alcohol or even methylated spirits as long as he doesn't endanger other people, at home or on the road.
In other words, if people were responsible, the laws could be eased.
Unfortunately, though, many people are NOT responsible. They will, for instance, drink and drive.
Now if you can present a logical and legal solution to this problem, then am sure that the police in your country would like to hear from you. :-)

I spend most of my waking time reading or on the computer. Neither of which should interest any observer.
It would be much easier to monitor my computer usage which would be easy to do, so why watch me do it?
Do you think that your computer usage isn't monitored? I suspect that anything you have written to the net in the last seven years or so is readily available. Would be surprised if it isn't, actually!
