If a simple breath test requires a 20 minute wait you are obviously desperately short of police in your area.
Admittedly the chances of being hit by a drunken driver are pretty slim. Of course, would think that by now, in Australia, that the chances of a breath testing unit catching a drinking driver would be even more slim.
It would be interesting to know just how often they find someone over the limit. Perhaps we should check on it.
Checkpoints are more effective. It would take a lot of manpower to run regular breath tests everywhere and check everyone. If the drinking driver knows that he has, say, a 1 in 200 chance or a 1 in 500 chance of getting caught this should be enough to discourage sensible people.
If it doesn't, then the penalty may not be high enough. Perhaps the police should be seizing the vehicle and selling it at auction if the driver fails the test?
Would this be a violation of the U.S. Consbreastution? As far as I know, the Consbreastution does not guarantee the "right" of anyone to operate potentially dangerous machinery while drunk or drugged.
