Medical opinions vary. It's possible the injury needs rest so it can heal, that is within the remit of a medic to give an opinion on, but is not a motor insurance issue.
Later on, when that time has pbutted, the mere wearing of a plaster cast may-may not affect her driving depending on her-her car but this is not a medical issue, and the doctor's opinion is no more valid than that of Todal's apocryphal cat.
Sounds like arse covering by the medical fraternity to me. Three of our staff have had operations this year and all were warned not to drive till they could do an emergency stop. Which is fair enough.
Personally, if the circumstances needed it I (or IMHO anybody) would "burn through" the pain barrier to get the vehicle stopped rather than, for instance, go sailing over a cliff in it, but there you are.
Could be OP's GF took too literally a standard item of advice, which a junior medic may have laid on a bit thick.
