I will have to admit that 'Ole Billy Boy did have more balls than Bush II could ever hope to have.
What the nation had going for it when Clinton was in power was the same thing that the nation had when Reagan was in power: One party controlling the white house and the other controlling the congress. That meant that little could be done that could hurt this once great nation by either party.
Take a moment and look at it going back to the Carter years:
Carter: Dems control WH and congress, economy and nation in poohole Reagan: Repubs control WH, Dems control congress: times are good Bush I: Repubs (or a Dem in Repub clothing) control WH, Dems control congress: Not as good as under Reagan, but not too bad. Clinton (93-94): Dems conrtol WH and congress: heading for the poohouse again. Clinton (94-00): Dems control WH and Repubs control congress: times are good just like under Reagan (maybe even better) Bush II: Repubs control WH and congress: economy and nation heading back to the poohole again.
