Utter nonsense, and I note you don't have any support for your guesses. North Korea had been working on a nuclear plant since at least 1994 and likely earlier. They didn't just start coming up with one when Bush's first innaugoration day and have it ready to go in 2002. Monitoring ceased around 1994--the cameras only looked at a few tiny shots in the ENTIRE COUNTRY. Madelaine Albright even admitted that on Meet the Press. Furthermore, the Clinton-Albright team gave N Korea nuclear technology (not just any nukes, light water reactors(!)), in a misguided unsuccessful effort to bribe the dictator at hand, Kim Jong Il in 1994 "The Agreed Framework." Coincidentally, North Korea stopped being fully open with the UN in 1994.

North Korea unilaterally stopped complying with Clinton-Albright's buy off attempt, aka "The Agreed Framework" as soon as it wasn't convenient. Noticing that the United States has already been burned once with the dictator's bad faith, Bush has been working on something a lot more credible then a handshake with the madman Jong Il, a non profliferation framework in concert with Asian allies. Clearly, Bush is trying to clean up Clinton's ill-fated deals with devils. (sorry for the pun)
