It wont happen anytime soon. Govs all over the world keep threatening to do this every now and then to make it look as though strict speed enforcement policies are not in place primarily to raise revenue. If GPS speed limiting is brought in, they will loose all their speeding fine revenue, which is worth billions of dollars a year worldwide.

Also, GPS devices are not accurate enough yet. I have a GPS speed camera and road hazard warning gadget in my car, and it has been known to go off when I am travelling on roads running parallel to a speed camera, anywhere up to 200 metres away. Can you imagine the strife the government would get into if someone's GPS speed limiter lets them do between 55 and 75mph on a residential street running parallel to a motorway-interstate?

Germany ran a trial of charging trucking companies for the distance their trucks traveled via GPS tracking, rather than an annual registration fee. The trial ended up failing primarily because the GPS devices kept reporting that trucks were on different roads to what they were actually on.
