And how about deliberate failure to enlarge the city post-WW2 so as to reflect new settlement just outside the boundaries (meaning that its population - even though bigger than Manchester's - is artificially depressed in the post-slum-clearance era)? A proper construction of "Liverpool" would certainly include most of the "borough" of "Knowsley", which largely consists of Halewood, Huyton and Kirkby, as well as the southern end of the "borough" of "Sefton" (Bootle, IOW). Similar enlargements during C20 saw large increases for the poipulations of Manchester and Leeds (and maybe other cities). The last enlargement of Liverpool (the annexation of Speke in the 1920s) did not mean an increase of population - the land was almost entirely vacant at the time.

Birmingham is the biggest city by population in England, no contest.

Leeds does not have 900,000 population - and its population was artificially enlarged by some 50% in 1974 by the effects of local government reorganisation, so you are comparing apples and oranges. Leeds doesn't even have a metropolitan telephone exchange. And London is not a municipality. I don't know that any consbreastuent borough of London has a population of 450,000, though Croydon might approach it. But I think even Manchester is probably bigger than Croydon.

I agree that it isn't as important in non-conurbations, and it is even less important when the identifier does not imply subordination.
