You have a vivid imagination. It is true that you will find expatriate Liverpudlians all over the UK - indeed, all over the world (like Scotsmen and Irishmen). But most of them live within or without about five miles of the city's boundaries, in the areas I named earlier in the thread.
I agree - it's a disgrace. The city council (with whom I have absolutely no sympathy) have engineered that situation quite deliberately. It is a matter of some pride for that gang of nutters that they are attempting to "fix" that which wasn't broke until they got their hands on it. They won't succeed, as the task will require rather more skill than that needed to run a whelk-stall, and of course, they'd be a flop at even that. The only pol who has managed to do anything worthwhile for Liverpool these last thirty-plus years was Michael Heseltine.
A lot of people with sense left it voluntarily (there was a time when it was almost impossible to find newly-built medium priced housing there because the council was hogging all available land for peripheral council-housing, leaving the inner areas flattened for some reason), and a lot of other people with just as much sense were "decanted" to places just outside the boundaries (hence the fall in population). They are still nearby for the most part, and nowadays, even the thicko local authority realises that it got rid of too many people and it has a PR operation to urge expatriates to move back.
Well, that's Kensington alright - and now you know why. It's not the fault of (most of) the people who live there. As little as 30 years ago, the area was quite well-regarded in its way.
But... you've never been to West Derby, Childwall, Woolton, Allerton or Cressington Park, then?
