Without getting a person with trade plates or risking the law being down your back, why does the owner of the vehicle at present not tax the car for you?
Obviously you are willing to tax the car now, so you should be willing to pay the current owner for the tax if he-she gets it taxed for you.
If this person canot tax it, i.e. no insurance, then you can get someone else to tax it for you using your cover note and MOT certificate.

I would ask the owner to mail you, first clbutt, the current existing MOT certificate, and the MOT reminder. These should arrive at your home in time for the cover note you are waiting for. You could then use a lunch break to go to the post office to obtain the tax disc for the car and display it upon collection. You could also get a freind, relative to pick up a tax disc for you. Thus you have complied fully with the law.
On another note, if the tax has run out on this car, then using the new rules set in place by the DVLA the current owner should be looking at a fine unless he-she has filled in and returned the SORN form stating the car is off the road. If the SORN form has been sent off, you would also need to send that back to state the car is back on the road.
Simple really.
