As you don't want to answer TOG's question, try this one: which of the following would be safest on an NSL road:

1) A 90 year old bloke with failing (but still 'legal') eyesight & the reactions of a snail driving 2.5 tonnes of 40 year old Landy with crossply tyres & drum brakes at 55mph.

2) A 30 year old club racer riding a modern superbike at 70mph.

Bear in mind the superbike can most likely do 0-60-0 in less time than the Landy can stop from 55.

In your world (& that of the speed camera partnerships) the geezer in the Landy is safer because he's within the speed limit (i.e. doing a "reasonable speed" according to the authorities). I know which one I'd rather have bearing down on me if I stepped out into the road without looking.

Anyone who claims that 'exceeding the speed limit is dangerous' is dumber than dishwater. Illegal, yes - dangerous, no. The only thing that's dangerous with respect to speed is exceeding the safe speed for the vehicle, conditions & rider's-driver's ability. Doing 100mph+ is no more dangerous for many combinations of vehicle, road & 'pilot' than doing 50mph for other combinations.
