There are bends where any speed at all is too fast, bends which need to be taken with extreme caution. Its a matter of cutting my (your) reaction times to a minimum due to the limitations of visibility. It takes a finite amount of time to move right foot from accelerator to brake. If it is already covering the brake you only need to press it to come to a complete stop with an absolute minimum of delay.
It is not about handling or road holding, it is about being able to stop extremely quickly if you should need to, where visibilty is extremely limited.
Extreme example-
I know of one bend in the lake district which begins by dropping down to an hair-pin bend, once on the bend and the road leading from it is fairly level. The bend is so tight that even a large car has to line itself up properly to get around it, or start doing a three point turn. Vehicles entering it going either way cannot see vehicles coming the other way until the meet at the bend. I crawl around that with brakes covered, in bottom gear and ready to stop.
