I heartily disagree. People simply don't know how to drive well. They don't know the basics of car control, and they also don't know the laws. They don't know when they have the right of way and when they're required to yield, they don't even know the basics of lane discipline. The result is that when people TRY to drive "right" it's even more chaotic than usual. Honestly, I think about the only thing most people get between their ears before they get their driver's license is "speeding is bad, m'kay" which they immediately start ignoring as soon as they get that little piece of plastic, because 99% of the drivers on the road speed.

I would venture to say that less than 20% of the people on the road know how to properly handle a 4-way stop. I KNOW that almost nobody can handle a malfunctioning traffic signal properly. People make up their own rules about merging, lane use, etc. on a daily basis. In short, no, people do NOT know how to drive well, unless they've been taught by someone who did, or have taken a special interest in driving and educated themselves.

Note that I haven't even mentioned the lack of actual car control skill exhibited by many drivers. The universal reaction to something bad happening appears to be panic braking, even when that's extremely inadvisable.
