Every so often, one will see that a CHP officer has pulled over one speeder who was probably either the first car or the last car among all the other speeders. And once the speeders pbutt the pull-over point, they shortly resume their speeding once again.

So, I'd say even during "heavy enforcement", people will drive at the speed they want to until such time as they are caught for speeding.

Meanwhile, the posted speed limits remain 65mph and 70mph. Now, I really don't want to see them increased if people willingly drive 80+ on a regular basis, as the violation speed will just increase if and when the speed limit is increased to 80 or 85mph.

You have just de-facto justified why "slower" (legal) traffic shouldn't stay in the rightmost lane, even moreso when there are three or more lanes. Even legal slower traffic runs the risk of being hit by semi drivers, if they are only three feet off someone's rear bumper with such a mbuttive load.

That is why I keep to the middle lane(s) if I am not speeding with the flow of traffic, but at least travelling at the speed limit.
