I'm sure they make just as much money from honest motorists being caught out by the complex rules and fines as they do from the charge itself.
Oh , and what's the justification for charging you an extra £2 for paying between 10 and midnight? Thats a hell of an APR for a few hours delay.
Silly calculation time
Lets see , 25% interest if you delayed paying from 4pm to 10pm - 6 hours , or 100% interest every 24 hours. So at that rate if you started with a penny and doubled it every day , after a week you'd have £1.28. After a month you'd have year you'd have more than ten million quid , and after a year you'd 7.5 * 10 to the power of 107 pounds.
